What this tells me is the same thing endless reams of data have always told us: if you want to stop community members from being killed by cars, you have to change the design of the road. We can do that - right now - with paint and bollards. Let's do that now, and make more permanent changes later.

Ok, my read: upon passage the bureau has 90 days to propose an upzoning, they negotiate with Council and Council wants to pass something by June 2027. Still over a year away from an upzone, sadly. Time for the OR lege to further liberalize building codes though.
