Tax the loan proceeds as income. If loans made against stock shares allow billionaires to monetize their holdings and fund their crazy lifestyles without selling and incurring capital gains, then treat the loans as income since that's effectively what it is.
I remember how a Missouri AG handled bad out-of-state actors with a state law that was tougher than the federal 'Do Not Call' law. Same could possibly be done with out-of-state corporate violators.

States regulate powers given to corporations. While it will not stop all, it's one a way to limit corp. money. Out-of-state corporations would be required to abide by that state's laws when operating within the state. Dem-controlled states should do this now. States' rights!

STATES can make Citizens United irrelevant by amending powers that STATES give to corporations. CU won't be overturned anytime soon, but states can do this now. Montana is leading, but Dem states should do this NOW.

I know people that didn't vote for Harris because they think she wasn't qualified, or because they thought a woman couldn't lead the country- a woman voter no less! Sadly, too many voters are either misogynistic and/or racist. Harris had two strikes against her. We're not a great country right now.
