I know enough about that era generally that it was about public pride. Governments at that point were all trying to outdo each other in terms of grandiosity. See also: water towers, court buildings, concert halls, libraries, police stations, and any civic structure. Bragging rights, basically.

I just want to reiterate that Gardner is (from what I've heard) a very good person who was also a disorganized, terrible leader who just wasn't remotely ready for an administrative job. I hope she finds meaning and structure in her life going forward. She doesn't deserve .01% of the vitriol.

People really, really don't understand abuse. The second I saw the headline without digging into the story at all, my first thought was that she was trying to leave him.
