This smacks me like existing x509 certificate based PKI. You have Certificate Authorities making up a hierarchy of delegated privileges, and folks submit signing requests (and $$$) for that CA to return a signed certificate. see: Verisign, Digicert 😛. there are no technical barriers to your idea :)
