Or…if it was prose rather than televised, have it as a pseudo multi doctor story, with them having investigated across incarnations, never able to solve it, never happy with accepting that there’s no big alien plot behind it

I’d like it to be framed as something of mystery the Doctor was aware of, open with the “for 9 days the whole of planet earth rang…” and a bit like Listen gets obsessed with trying to find out what evil is behind it, maybe travelling to those 9 days multiple times at different places…
