I propose this... Every year there should be a draw of random names of 7% of all drivers. If your name is drawn you are required to do a road test. If you fail you are automatically registered for driver's ed. At the end of the course you must be retested. If you fail again you are on a learners.
Call Kenaston Lukes way. It has a collection of the most unsafe intersections in the city. Between R90 and Sterling Lyon, McGillivray, Taylor, Grant, and Corydon there is at least one collision per day.
I'm all for the CPT extension to be named Gillingham Way, until it is fully paid off in 30+ years. We could have a sign that displays the amount still owed along the route.

As someone who currently has a handful of FIPPA requests/rejections being investigated by the Manitoba Ombudsman. I would say the culture at city hall is to withhold information unless forced to share.

Further, I find it frustrating that Lukes and others at the city are so quick to deflect responsibility to the province. Wab is correct, they can do it without the province, yes it will take far more signage, but it is still money well spent and we should not hesitate to get started.
I find it frustrating that the province/wab isn't willing to choose a safer speed for all cities. I know this type of decision takes political capital, but roadway safety seems to be the last place where it seems we just allow unsafe conditions to remain...
Pet Peeve when people call "vintage" things "retro". Something that is old is vintage, something new made in the style of something old is retro.
