Plus basically all of Sega's goodwill was burnt on the Saturn. Both with developers and players. Developers were really annoyed at the rushed console launch and the mindfuck of an architecture and players were miffed at the lack of good content and short lifespan. They didn't trust the dreamcast.

I personally like a lot about the dreamcast, has some great games and was ahead of its time in a lot of ways, but when your competition is the PlayStation 2 it's not a contest. It was always doomed to fail unfortunately.

Dreamcast was in a weird spot where it was after stuff like the N64 released but right before the PS2 released, and so it got a very small amount of coverage and Sega didn't have too much advertising money to burn. Basically a year after it came out everyone was busy talking about the incoming PS2.
