It's funny to think that in the original Schlesinger list, the worst thing that US presidents ever did was be corrupt. Grant and Harding were at the very bottom. Trump amazingly combines the faults of Grant and Harding with those of Buchanan and A. Johnson, with none of their virtues.
As your list makes clear, "worst" is a slippery concept. Some are effective in committing evil; some are inept in facilitating evil; some are just not up to the requirements of the moment.
I still think Bush II should supplant Johnson, with post-2025 Trump surpassing Bush.
