Well, yes, but those time tables are determined by a variety of factors, including very notably required gate time. Boarding time is a big part of that and airlines have spent quite a bit of money trying to optimize it.

this kind of drives me insane, because logistically, airlines should encourage checked baggage over carry-on baggage: it slows boarding and leads to needing to check at the gate for full flights.

but for some reason, airlines went the opposite route.

I was a checked bag person because, you know, why would I want to have to haul this thing around non-stop while flying and putting things in the overhead is a pain, but then airlines decided they'd rather waste everyone's time by incentivizing carry-on and penalizing checked, so... I now carry-on.
