Well EoF and Ash & Iron are simply bad. In TWABs they are still pretending like everything is fine. They have absolutely terrible onboarding experience because of Content vaulting. So players are just dropping the game faster than they can fix it.

They mean engagement. Just like people spend time on TikTok, they want people spending their time on Xbox games.
If you look at monthly active users ranking, Xbox games are dominating on all 3 platforms. So it is already working for them.
