Going by the OP changes & Viz’s BD release (probably consulted by TA & Kodansha), Act 14 is still part of S1/Dark Kingdom arc, so we still have 1 more eps before going into S2/Black Moon arc.
After the Four Knights reveals Metalia’s weakness, Tuxedo Mask encourages Sailor Moon. Acknowledging her destiny as both Sailor Moon & Princess Serenity, she vows to destroy Metalia for good.
