In this book, we explore how the subnational leadership dynamics of key Under2 Coalition members (from Canada, Germany, Spain, the UK, and the US) vary between founding members and later joiners, revealing nuanced comparative insights on the factors shaping subnational climate policy actions.

Thanks to the interviewees who took time out of their busy schedules to speak with me, to Ulrike Zeigermann and Jonas Schoenefeld for organising an excellent writers’ workshop in Würzburg, and to Jale Tosun for organising a fee waiver to enable the work to be published open access.
...they have less resonance in unfavourable contexts where local climate policy entrepreneurship can be more readily realised through the complementary actions of a collection of local climate policy actors.
In short, I found that while ‘lone wolf’ explanations – centred around heroic individuals that shoulder significant responsibility for accelerating climate action - might apply in more favourable contexts...
Through analysis of policy documents and elite/expert interviews with local climate policy actors in Blackpool, I found that the motives and strategies pursued by a group of policy actors significantly accelerated climate action by creating a high-quality climate action plan in a timely way.
The paper addresses a key question of my thesis, namely: how do ambitious climate policies take shape in local authorities operating in relatively unfavourable, resource-constrained contexts?
