Laying out the options, none are perfect. Our options seem to be: 1) remain "apolitical," 2) engage in politics in a bipartisan fashion, 3) engage in politics in a partisan fashion.

Given that the NIH Director has previously given interviews on my mediocrity (since I know more about my own field than he does) and tweeted about my many inadequacies according to him (a guy in a different field who doesn’t know me), my guess is that this is accurate.
For those involved in assembling Clinical Trial applications to NIH, there is a new RFI out. While some simplification may be okay, the devil is in the details. Applications should have sufficient information for review panels and NIH staff to understand.
