Yes there was a 47% increase of non-uk born residents. But that only changed their percentage of the population from 11% to 15%.

SCOP of 2? how on earth do you manage to get it so low? Looking at my data (I have a Daikin Altherma 3) i only get that low when doing domestic hot water and it -3 outside.

Just to nit pick. You mentioned a 3 meter rule. I assumed you were in Wales as that is where that rule applies. In England it was 1 meter until they removed it last year.
