Beim gleichen EVU kann er vielleicht noch den Tf eines anderen Zugs dorthin schicken, damit dieser die Haltmeldung für den Zug dann abgibt, aber EVU übergreifend wird das schwierig.

Weil dafür die Zustimmung des Tfs vorliegen muss dass dieser steht, damit der Zug nicht genau in diesem Moment losfährt. Befindet sich kein Personal auf dem Zug, kann er dementsprechend auch die Zustimmung nicht einholen und darf die Fahrstraße nicht auflösen.
