We need a GHG accounting standard that encourages the acceleration of new clean energy, but unfortunately these Scope 2 revisions are pumping the brakes.
Companies are worried that their long-term PPAs will not count under the new rules, even though they are the most direct way to add new clean energy to electric grids. They are hesitant to sign a new 20-year agreement that might be disqualified in the first few years.
Many studies (resources below) predict that procurement costs would rise as a result of the Scope 2 proposal — enough to stifle voluntary procurement of renewable energy. The BNEF data show that prediction is already becoming a reality, even before the proposed requirements have gone into effect.
“The [GHGP]… is updating its Scope 2 emissions standards, with proposed amendments potentially requiring hourly tracking and stricter geographical boundaries for indirect electricity… purchases. Under an hourly tracking regime, 100% renewable claims will become harder to justify for most buyers.”
“...the largest technology firms signed most of the deals, with smaller players becoming less active, as project costs and policy uncertainty rose.”
According to BNEF, new voluntary clean energy development slowed last year for the first time in nearly a decade. Global clean power purchase agreement (PPA) volumes fell about 10% in 2025.
