i see what you're saying and agree with you. people who twist this into "religious morality is less than secular morality!!!" are being exactly as obtuse as the person I met in my philosophy of ethics class

i once met someone who angrily insisted that as someone who doesn't believe in hell there was nothing keeping me from murdering and stealing. they readily admitted divine retribution was the only reason they DONT do those things, which is obvious horseshit. he was not as good a person as he thought.

i think that phrase is meant to refute people who insist that religion is the only valid moral framework rather than just generally disparage religion, though ppl obviously do that anyway.
