I'm actually trying to get a business moving that has to (and should) pay the licensing. Will (hopefully) be in multiple countries and when I went to the UK authority to see if we could pay the Argentina side through them, they said 'no'. So not even possible to compensate artists if you want to.

In most countries there is no organization to collect and distribute fees to rights holders. I'm in Argentina, we used to have one but they were an actual mafia. They enforced by threats of penalties, made up any license fee number they thought they could get away with and then just kept the money.

It's not actually that much and any venue playing music should be paying the public performance licensing anyway. Any cafe, any restaurant not using a shitty license-free B2B music service can get screwed if they don't and an actual music venue should definitely be covered.
