The HE(FoS) Bill predates the current government, but the fact that they paused but then didn't suspend it when they had the opportunity was an early indicator for me that they weren't interested in being radically different from their predecessors.

Whether Starmer goes is more a matter of politics than about the constitution, but the Prime Minister should properly account to Parliament for his own decision to appoint Mandelson.

His current approach of ducking, and blaming and sacking others, is a failure of prime ministerial responsibility.

So what can possibly have happened? Scenario 1: someone in No10 let it be known that Mandelson HAD TO be appointed. When he failed his DV, someone senior in the FCDO decided that was not acceptable and insisted it was revised, without telling No10.
