NOAA already admits a 60% chance. Right now conditions are neutral and water temp at the yearly average. However NOAA only puts the chance of a strong El Niño at 25%, whereas Copernicus (in Europe) puts it at 50-75%! IN KNMI's graph it predicts one close to 2016 severity.

It's an alternative to bond sales (and why existing bonds were returned to being reserves). The simpler solution is to destroy excessl reserves which are almost entirely residue from government spending anyway. Govt/CB could stop artificially targeting overnight interest rate level and adopt ZIRP.

Because QE wasn't something 'created' it was the reversal of existing bonds into the bank reserves they were before the being turned into gilts. The reserves were actuallycreated when govt spent. Once people realise that is the route to this alleged 'spending problem' things will improve.
