One path forward is to separate safety from efficacy in how we regulate. Regulators should focus on ensuring safety and transparency, while efficacy decisions—often based on population averages—should allow for individual judgment. What works on average does not always map to what benefits a given individual. A more personalized framework would better reflect that reality.
