UCSF will mostly give anyone with extramural funding a faculty position, and take it away just as quickly when extramural funding is gone. Ladder rank positions are far more difficult to get.

They are not really that different from most academic medical centers.

The law specifically requires the panel of experts to "approve" funding. Necessary but not sufficient.

This law is why we have the "middle third" vote. Without the vote to make those grants eligible, they cannot be considered to be approved by the panel.
