Educational choices are not just individual decisions — they are socially structured processes of meaning-making. Understanding this is key for research, policy, and equity

We also identify important gaps in the literature:

• Overrepresentation of UK & Northern Europe
• Limited research from Southern & Eastern Europe
• Lack of focus on how choices actually happen, this is, the mechanisms involved in the process

Educational systems are not neutral either

👉 Tracking, school environments, and teacher expectations actively shape students’ horizons of possibility

In many cases, they reproduce existing inequalities.

Students don’t just “choose” — they choose based on who they think they are (and can be)

👉 Learner identities and sense of belonging are crucial
👉 And they are deeply socially structured

Unsurprisingly — but importantly — social inequality plays a key role in educational choices through multiple mechanisms.

We identify four key dimensions shaping decision-making:
1. Inequality: social class, gender & ethnicity
2. Identity
3. Social agents
4. Educational systems

Educational “choice” is everywhere in education debates — but what do we really mean by it?

We conducted a scoping literature review of 93 studies (2012–2022) focusing on how research adresses students' sense-making about their educational decisions.
