In the sleepy town I grew up in, some guy got on the wrong side of some bad people and a hitman came after him. He gave his dog to my dad because he was going on the run. Our new family dog was basically mobbed up. Life can come at you fast and things can get pretty strange.

I spent three nights working at SPCA animal shelter in a security role because of a temporary threat against it and being around all those animals is pretty heartbreaking. The rescuing is being done by the shelter workers. Most people adopting animals from there are budget dog shoppers.
I don't doubt it. I ended up in a parent role of a teenager that way, because in remote communities you still have kids dropped off at farms in the hopes they'll be taken care of, without any government involvement, and they often bounce around a while until they find their home.
Unpopular opinion: unless you carried a dog out of a burning building or dove into a surging river to bring a dog to shore it's not a rescue dog. You adopted a dog and let's face it, the dog is probably doing a lot of the work in this relationship.

It's up there with the arms manufacturers denying the military the 'right of repair' even on deployments. It doesn't matter how well trained your ground crews are if they're not allowed to do more than minimal maintenance on the F-35. It causes jets to be unavailable for missions. It's insane.

There are some hurdles with regional food, when the US focus for recruiting for units is that they be nationally dispersed, to avoid any regionalism that might increase unit cohesion and morale. Having some regional food focus does help when soldiers mostly come from poorer states and ethnicities.
