First you need to make it possible to complete work within that time, only then you can charge for exceeding limits. In many cases it is not up to the owners, but DOB's utter slow and baroque processes, that prevent construction/repairs from moving fast.

GHASH(k||v) does not look all that different from a basic HMAC which does SHA(k||v) so if GHASH is a strong enough hash function it could be fine for low stakes MACing, where you need short term protection. It is a bit surprising though...
