I say this as someone who got a free education in Germany, who had access to non-fiction books since I was little kid, and who's life has been saved by Ru Paul twice. No shit!
Of the 5 most epic/exciting proposals I saw, out of 135 I was paid to review & 550 I saw as a panelist, 3 did not pass the panel. Getting funded is awesome, but getting blocked by the ERC says nothing about your excellence., as experts from multiple disciplines judge "true multidisciplinary" PIs.
Hey, yes, AI is an issue along with actual growth of applicants. Yet, I am not suggesting a lottery. The ERC panels do focus on the top, but rank proposals & PIs. As a four-time panelist, I estimate the panel decision power around 1 bit. Only the top ranked get funding, but top 65% are "excellent".
It would be so simple @erc.europa.eu:
Fund 10, not 20 full proposals per panel,
& spread the rest of the panel funds
across the 65% "excellent" PI applicants,
funding them individually!
Less depression, more awesome researchers with a life,
less hierarchy, more emergent peer-to-peer collaboration.

They’ve tried nothing and are all out of ideas? Whether this is good or bad, it is unjustified. There is no impact analysis, no engagement with research on funding procedures. Government by vibes
Extending the re-application, triples the uncertainty of the PIs with most potential, heightens the power of host institutions with consulting offices, who want a stream of ERC applications, and simply makes PIs exchangeable.
More depression, more hierarchy, hoop-jumping now on fire, less research.

Joke aside: There is a really cool 15 year old paper extracting spatial structure from cell-phone records, where the first eigenvector splits Belgium in half, and the eigenvectors 2 to 18 essentially enumerate local communities.
