I struggled with this as well. I used to draw once every 3 months. Turns out the threshold of my setup was too high. I had to get all my supplies first, fight the drivers of my drawing tablet and then finally get to drawing. Getting iPad did it for me. P
Just pencil/pen was not fun enough for me.

A lot of targeted practice. Base shapes, perspective, values, colour theory, gestures, edges, etc.

Marco Bucci, Ethan Becker Angel Ganev, Marc Brunet, Draw like a sir, Pikat, Proko, Jadokar and etc. can help you with that :D
