Ward 4 Cllr. DJ Kelly meets with community members and UCalgary students.

Hey, neighbour!

This weekend I attended an open house with the North Haven and Thorncliffe-Greenview Community Associations about their community planning work with UCalgary students.

Great ideas were shared, and I'm excited to see how engagement alongside Local Area Plans will support Ward 4.

Environment Canada has issued a snow warning for Calgary with a forecast 10 to 25 cm of snow by tomorrow morning.

Please be mindful of changing road conditions over the next several days. Give yourself extra time to get to where you need to go, safely.

Hey, neighbour!

Today at the Infrastructure and Planning Committee I am supporting ensuring that we have well maintained playgrounds in Ward 4. I also want to recognize that communities that have had demographic changes need park amenities that make these spaces useable for people of all ages.

Hey, neighbour!

I want to ensure that communities are partners in their growth. At the next Executive Committee meeting I will be introducing a motion to have the City create three more Local Area Plans, so that neighbours can guide where growth occurs.

Hey, neighbour!

I want to congratulate Canada’s own Jeremy Hansen for his historic achievement of being the first Canadian to travel to the moon and back. Across all cultures in Canada, the moon has represented something special, something unique. From being the parade marshal for the Calgary Stampede to all of our neighbours watching his historic journey, he has served as an inspiration for everyone who has had the chance to meet him.

Hey, neighbour!

I want to wish every Calgarian a happy Easter whether you are spending the day in prayer, at an Easter Egg hunt, or enjoying a well deserved holiday with family and friends.

I want to also give special thanks to the community associations in Ward 4 that have held community events this weekend.

Hey, neighbour!

To all Calgarians who solemnize and reflect upon Good Friday, I wish you a day of deep connection.

Whether you are participating in the outdoor The Way of the Cross or taking part in devotional and prayer services, it is my hope that you feel closer to your neighbours and your faith on this day.

Hey, neighbour!

Repair work on the Bearpsaw Feeder Main has finished on nine segments of the pipe. With that, water is now flowing again and the water restrictions for Calgarians are lifted.

Thank you to everyone for keeping the water use in the green zone for the past month.

Hey neighbour!

Yesterday I was pleased to see that council voted unanimously in favour of my motion to create an annual municipal‑provincial fiscal‑gap report. This report will give Calgarians more transparency about how and where their tax dollars are being used to cover areas of shared responsibility with the provincial government.

With this report we’ll be able to better advocate for a fair share of funding from the province, ensuring that we work towards being reimbursed for services delivered by the City of Calgary that are provincial responsibilities.

Hey, neighbour!

Council unanimously backed my motion for an annual report on the municipal-provincial funding gap. This means more transparency for your tax dollars and a stronger case to get Calgary reimbursed for services that are a provincial responsibility.

I was happy to attend the raising of the transgender flag on the courtesy flagpole at Calgary City Hall for Transgender Day of Visibility. Today was symbolic of the work we have undertaken as a city to celebrate the achievements of transgender, Two‑Spirit, and gender‑diverse Calgarians.

Calgary is better when we are all free to celebrate our authentic selves, and we must continue, as a city, to remove barriers and discrimination that prevent individuals from doing so.

Hey, neighbour!

The Bearspaw Feeder Main repairs continue this week, but thanks to hard work of City of Calgary employees water is beginning to refill the pipe. As soon as the system is stable and if it is safe to do so, water restrictions will be lifted. This may occur as soon as Thurs, April 2.

The public hearing process is a tough one. It's mostly a provincially mandated opportunity for anyone to tell us what they think.

Good ideas have been raised, but many of them would require another public hearing to consider. It's a very cumbersome tool. But slow is not always bad, I suppose.

There was the one gentleman who said, "when I voted online" in reference to selecting the opposite in favour/oppose to what we meant.

You're right, it's not a vote. A lot more goes into my decision than just the number of who wants what. I hope it's the same for my colleagues.

We don't even get the neighbourhood they live in when someone signs up, let alone demographic data.

I can share this from my observations for everyone who said they were from Ward 4: three white women, one indigenous woman, two white men. (Four for repeal and two for keep.) Six out of almost 300.

Hey, neighbour!

As we head into the fifth day of public hearings on citywide rezoning, here is the breakdown of the speaker stances as I've heard them:

✔️Repeal: 118/213
👍Keep: 73/213
🚧Modify the bylaw: 15/213
📄Neutral: 7/213

Thank you to everyone that has come to speak before council so far.

Hey, neighbour!

Council heard from 46 people throughout day one of public hearings. By my count, 19 people said they were in favour of repealing citywide rezoning, 19 wanted to keep it, six expressed a desire to modify the current bylaw, and two presenters took a neutral stance.

It was a pleasure to welcome former Ward 4 Councillor Gael MacLeod back to her old office at Historic City Hall. It was great to hear her perspective on how the role of councillors has changed in the past decade and a half, and how I can better serve neighbours on council

Hey, neighbour!

My team and I have looked a the public submissions for Monday's hearing and found that of the people who took the time to submit comments, 74.6% were for the bylaw to restore the previous land use rules, 22.8% against, and 2.6% neutral.

Hey, neighbour!

Today, I moved to reverse the trend of treating parks and playfields as an afterthought, by bringing forward an item at the Infrastructure and Planning Committee to increase service levels. I’m pleased that committee members agreed with me that parks and playfields are a need—not a want—for Calgarians, and voted unanimously in favour of my motion.

This motion, if approved by all of Council, would lead to increased turf maintenance, more frequent mowing of parks, and higher service level standards for playfields, regional parks, and local parks in our communities. This also means more litter collection and more shrub bed maintenance, resulting in safer and more beautiful parks for everyone.

Hey, neighbour!

We’re counting down the days until the citywide rezoning public hearing on March 23, but you may not know that the deadline to submit public comments is March 16. To have your comments entered into the corporate record without having to speak before Council, please ensure your written submission is received by City Clerks on Monday, March 16 at the latest.

I want to hear from all the neighbours in Ward 4, and this is the best to make sure that myself and the other members of council get to read what your thoughts are on citywide rezoning at the same time.

You can submit your comments via the City of Calgary website at https://www.calgary.ca/council/meetings/public-hearing.html.

Ward 4 neighbours have been clear: they want infrastructure renewal, they want pedestrian safety, and they want to feel safe while using regular and reliable transit services. Council's direction document doesn’t go deep enough to address those issues.

Hey, neighbour!

Earlier this week I had the honour of taking part in some early International Women’s Day celebrations with the Women in Need Society, highlighting the importance of recognising and supporting women.

Today I want to recognise the women in my life who personally and professionally make me better. From my wife and daughter, who make me the husband and father that I am, to Allison and Rukhsaar, who work with me every day to help me be a better councillor for all of Ward 4.

On International Women’s Day, I am proud to stand up and support women whose resilience, leadership, and strength continue to shape Calgary for the better.

Hey, neighbour!

March is Community Association Awareness Month. The 13 associations in Ward 4 are essential to creating great neighbourhoods and communities. That’s why I’m working to ensure they’re properly funded as part of the upcoming four‑year budget.

Hey, neighbour!

Today, Calgary City Council held a special meeting of council to address the provincial tax hike that added 21 per cent to the provincial portion of your 2026 property-tax bill. One of the goals of this special meeting was to ensure that Calgarians had the opportunity to review for themselves the documents prepared by City of Calgary staff on the budget, and for council to openly ask questions about how this budget will affect taxpayers.

Given that we have faced an unprecedented 59 per cent increase in our provincial property taxes since 2023, rising from $786 million that year to $1.25 billion in 2026, I strongly feel this is the right time to increase transparency and accountability for all Calgarians.

Hey, neighbour!

Today, members of the Executive Committee unanimously voted in favour of my Notice of Motion, which would increase transparency around the costs that Calgary taxpayers are covering for areas of provincial responsibility.

With this motion passed, it will now go to the next regular meeting of council. There, I hope to see continued support from councillors as we work to ensure greater transparency and fairness in areas of shared responsibility.

With council support, my motion will deliver a report for Calgarians that outlines how much Calgary taxpayers are paying and the gap between those payments and the reimbursements from the provincial government.

Ramadan Mubarak to everyone observing. I was honoured to join the Maskan Family Association for their 10th-anniversary as a community organisation serving Edgemont. Generosity, reflection, and community were the hallmarks of the Iftar and I was pleased to see that so many Ward 4 neighbours hold those values high.

Organisations like Maskan help build welcoming and caring communities for new neighbours. I’d like to recognise the volunteers who have made this work possible over the past year and past decade.

Today me and my team had the opportunity to visit the 7-Eleven Distribution Centre here in Ward 4 at the Greenview Industrial Park. I got to see first-hand how dedicated employees, many of whom have worked here for 30 years, are growing the economy and serving customers through logistics.
