Apparently the goal (presumably from OMB) is that NIH should hit the max legally allowed amount (the same as last year) which was intended as a cap not as a goal

It pains me to to say so, but it's difficult for me to disagree with this point below.
NIH watchers, you will be mostly unsurprised to see that the triage line will continue at ~one third past the first two rounds that were promised. I seen credible intel on that recently. In context that suggests this will be permanent. Ie CSR loves the results and the honoraria cost savings.

The Treasury Department is working on a plan to gut its office that researches financial market risks.
Because the office is funded by fees on the financial industry, this won't save taxpayers money. But it will make it harder to spot and prevent the next crisis.
