It only makes environmentalism look bad if you think his concerns were sincere. They were not. Sometimes bad guys pretend to care about good causes so they can do bad things. Literally no one thought "hmm, I'm gonna stop believing in climate change now" because of a movie villain with a goofy voice.

The bad guy of that movie is a technofascist who uses superficial concern for the environment as an excuse to kill the poors. He's literally besties with Elon Musk. And the movie accurately speculated that even alleged progressive politicians the audience likes, like Obama, are complicit.
