It won't be building an app from scratch as it will be integrated with My Health Records already existing system. Plus adding a card for less tech savvy people.

The app will be integrated with My Health Record, so it is essentially adding more options to an existing system and then adding a card for less tech savvy people.

it will be integrated with MHR.

It would take more administration resources for the individual health providers to manage it themselves.

The main benefit to the medicard is the ability to track any entitlements you have (the 3 free visits, free cervical screening at a pop-up community clinic etc). (There will be an app as well, but the card makes it easier for less technical savvy people).
