Case-in-point: "Stuffed up the Portsmouth" could easily be used as an insult.

The fundamental flaw with it is we can turn anything into an insult with intonation, we can also use the most hostile language as a term of endearment, and with some vigorous hand gestures we can turn any word into a euphemism for "tits"
