The civilian mitigation teams – cut by 90% by Hegseth – work with military commanders on target planning, and making sure that targets are actually military sites. The teams help come up with "no strike" lists, including religious and cultural sites and schools

A review of Puerto Rico business records shows that SK2 LLC — the firm ICE hired in November to broker the purchase of warehouses around the U.S. — filed to dissolve the company in February.

HSI agents who were working with municipal law enforcement in South Padre Island, Texas, shot and killed the 23-year-old during a traffic stop. This makes Ruben Ray Martinez the first known victim of' a shooting related to immigration enforcement agents for 2025, and the fifth shooting victim that we know of by a DHS agent. The information is only now being revealed after a FOIA request was sent to ICE.
Martinez's death was reported in local news, but it did not identify HSI involvement or disclose that a federal agent fired shots through the driver's side window.

According to ICE, they were redirecting traffic when Martinez drove towards the controlled area.
As Martinez got closer, he allegedly failed to follow instructions, kept moving, before slowly coming to a stop. Officers then surrounded his vehicle and verbally ordered the driver to exit. At this point, ICE alleges that Martinez accelerated forward and struck an HSI agent, who wound up on the hood of the vehicle, leading an HSI special agent to shoot at the open driver-side window multiple times at around 12:40 a.m. Martinez was transported by emergency medical personnel to a hospital in Brownsville, Texas, where he was later pronounced dead.
