Those, who have not, are to be sent to Philadelphia, and put under the direction of the commanding officer there, who will have them inoculated.   You are to leave a sufficient  number of proper officers to carry on the recruiting service, who are to bring up their men as soon as they are ready.  No pleas, of delay, on account of the dispersion of the officers can be admitted, as every commanding officer ought to know where his inferior officers are, and they what recruits they have, and where they are to be found.

You are to remain at Philadelphia, to procure arms clothing &c., and send on, your Major to Camp, to  receive your detachments.  Your Lieut. Colonel is also to come on, as soon as circumstances will permit.

Washington wanted to make sure that his troops were not affected by disease, and he believed that inoculation would help with that. So, just before this letter was written, Washington created a mandated system of inoculating his soldiers.

The Infectious Diseases Society of America (IDSA) and HIV Medicine Association (HIVMA) are deeply grateful for the longstanding bipartisan support from Congress for the National Institutes of Health (NIH). We want to inform you of current and likely impacts of delays and changes in funding policies and procedures for NIH grants.
Our concerns relate to the following areas within NIH:
• Massive reduction in notice of funding opportunities
• Delays in funding processes and inadequate capacity to administer grants
• Increase in forward funding of multiyear awards in year one
• Delays and potential lapses in funding for large clinical trial networks and clinical trial units
Lack of transparency around permitted international collaborative partners for research projects
• Disproportionate impact of grant terminations on vulnerable populations, especially women and people of color

1. Family members couldn’t visit them in the hospital, so

First, it is interesting that his statement implies that he has some awareness of institutional racism in healthcare.

But though his actions as HHS Secretary, he has ended federal funding to study these disparities and therefore end them. Remember, DEI is a dirty word for him.

1. Higher likelihood of exposure due to working in essential services jobs, esp before a vaccine was available.
