There is actually volunteer / charity organization of private pilots who fly patients to larger centers for care.

Also, it likely costs millions to produce a fighter pilot. I had a gf whose father flew fighters in the RAF, stationed in west germany. He flew with a cold once, and then he never flew jets, or anything else in the RAF, again. Barely lived to tell the tale.

To be fair, the concept of flying patients to where they can get the best care in the province, or flying practitioners to where their care is needed most in the province is not a concept Doug would quite understand.

Our faculty once asked us why our unit (human anatomy) costs so much. Answer, basically: "You throw students and dead people into our facility and out pop doctors, nurses, PT's, OT's, midwives, PA's and even artists. That's what it costs to make those people. Do you wish to continue making them?"
There's probably a few occasions that call for a private jet. Fine, hire one. Hiring is probably way cheaper than owning and operating one. As for getting around this "huge" province, there are better choices of aircraft that, while not as fast/fancy, can reliably get off a 4000' runway.

I’m pretty sure, at upper levels of gov work, exec jet travel is probably warranted. There are exec jet services and they probably already use them. Fine. But I can’t see that spending $28M on a jet (+pilots, hangar, maintenance, fuel) is smarter than just paying for that service as needed. So daft.

So they probably used a pay-as-you-go executive jet service up until this point, which is perfectly fine for this line of work. I'm not sure why that wasn't good enough and they had to go get their own --> when and why will this purchase pay for itself?
It's pretty typical of this guy. I don't know much about the inner workings of governments, but Ontario cabinet ministers and the Premier, probably all use a pay-as-go executive jet service when traveling on major provincial business. Why wasn't that good enough for them?
Probably not. It's barely, barely long enough for this type of aircraft to make a fully loaded take-off. It probably won't ever fly fully loaded, so...
Billy Bishop, though, would need to be doubled in length to safely accommodate this jet, and more than doubled for anything larger, which is silly.

Also, to accommodate this type of aircraft, the runway at Billy Bishop would need be be just about doubled in length. It would need a bare minimum, no margin, length of 6000' for fully loaded take off. Current length is 3988'.
