Actually PM Carney is very respected by other countries. He has been referred to many times by that title.

The title was used during the Cold War & WW11 granted to the US Presidents at those times.
Well those times are long over but the US has hung on to that title out of ego.
Most countries scoff at the notion that a US President especially Trump is still to be referred to that title.
