You're also encouraged to make use of dirt/gravel roads because none of your vehicles can even reach speeds high enough to make proper use of asphalt. In that same way though, when you eventually start developing things it ends up feeling very satisfying to think back on how things looked originally
The Early Start stuff is really fascinatingly implemented. Starting with steam trains, horse-drawn vehicles and really inefficient combustion-engine vehicles changes how you approach infrastructure and logistics, on top of the extra importance of bricks & boards for construction rather than concrete
