I agree Carney is a progressive conservative, but he's a pragmatist though & stick handling some crazy volatile times domestically & internationally. I wish social & cultural programs would get the same infusion of funds as defence & infrastructure.

The provinces are the ones that allocate federal healthcare monies, and, often, sadly, without strings attached.
