FYI: USAID has been one of the world's largest and most important funders of global biodiversity conservation — a chronically underfunded area. It has supported efforts to protect forests, reduce illegal wildlife trafficking, and end violence towards women defending the environment.
I'd be surprised. The FDA has been reviewing the same petition for a few years. The California ban and mounting pressure from other states is likely what ultimately moved the needle. That's not to say he won't have influence in the future, but this particular case was already in motion.
