I'm not sure, it feels like the arguments for restrictions on youth care could easily be used against adults unless I'm missing something

it would require states to actually go that route though - most have avoided that fortunately(missouri backed off the adult restrictions but tried to)

Polycentricity is great for cars and bad for everything else. A walkable, transit-oriented city is one with large job concentration in and near the center, and the European cities you think are counterexamples are rather strongly-centered (Paris, Munich, Stockholm, Berlin...).
