It's definitely not the most intuitive thing, but it's probably the best compromise when the ties you have to break can vary so wildly in size. [though i do feel slightly guilty that my r1 at EUIC would have bubbled into cash if i didn't have a pretty horrible run 😭 lovely fella]

I think the logic is that resistance factors in head to head matchups across your entire path rather than just with a very small group of people as a tiebreaker? and also computing resistance scales up far better as the number of people tied on match points increases [e.g regionals]
