Indiana is like that (outside of Indianapolis and university towns.) They won’t spend a penny on the public good.
But exurban and rural areas everywhere have minimal transit options. We’re a spread-out country. People can carpool but that means someone has a car.
My kid went to a small college in a small Indiana city (35,000 people.) There was no rideshare (no Uber or Lyft drivers. zero. 2019, pre-covid)
There was kind of a taxi - a phone number that got passed around. No busses. High poverty rate (poor whites). And this is a city!
