The worry is more about maintaining the tracks for at least 10–15 years from when the IOS opens, until Phase 1 is complete.
It seems like they want to make sure the IOS does not lose money, which would give opponents a reason to shut down the project.
I agree that they should run more trains, once it connects to Gilroy or Palmdale. Before that, I am doubtful the line will see a ton of ridership, but I hope I am wrong.

As long as the guideway exists to support at least two tracks later, I do not see why they need to lay 100s of miles of additional track if only 1–2 trains an hour are running.

Next year San Francisco will most likely repave Mission St with the same configuration: a continuous bus lane only in one direction and plenty of interference with parking cars.
Our neighborhood deserves proper bus rapid transit, and the city a reliable north-south connection.
