For some reason the photo isn't loading; I think it's a Blue Sky issue and hope it will be fixed. To answer your question, this is on the north side of Cayucos before you reach Estero Bluffs. And it's not a recent photo; we get these birds in summer, typically August.

There's a *lot* going on here, but I'm struck by the irony of Roberts taking umbrage at EPA officials' public statements.
Just 2 years later, in upholding Trump's Muslim travel ban in Trump v Hawaii, Roberts wrote that Trump's bigoted public statements weren't relevant to the rule's validity.

it is, among other things, incredibly striking to see that roberts was so solicitous of the burden the clean power plan might put on fossil fuel executives, when, a decade later, he is indifferent to the way trump’s moves have thrown hundreds of thousands of lives into turmoil.
