Additionally, this misses the infrastructure needs that limit housing development in less urban areas, which is most of the province. You can’t fast track apartment complexes in communities without adequate public water and sewer systems.

This misses some key challenges… you note how Vancouver is skirting provincial housing legislation without mentioning the city’s vacancy tax, which exists because vacant units are profitable investments regardless of whether they serve any residential function.
