Problem is that presidents have launched many wars over the last few decades without Congressional approval.
As awful and unconstitutional as that is, how do you think you can stop it? He can ignore congress with impunity thanks to the Supreme Court.
We've never been particularly good at imposing democracy on other countries. But we have excelled at installing puppet leaders who do our bidding.
