Looks like etcd 3.5.28 breaks patroni - Failed to get list of machines - etcdserver: user name is empty. etcd is authenticated. 3.5.29 does not help, downgrade helps.

I haven't had much trouble on the target side, if necessary have to adjust the ansible_python_interpreter parameter for that host. But yes, need to adjust the initial OS image to ensure that the correct interpreter version gets installed before ansible is run.

Yes, for python and all applications depending on it, the dependencies are a pain for deployment, the worst is if you try to use OS provided python modules. So - what I do, is use dedicated venv for pretty much anything, including ansible. Pretty easy. From OS use only python interpreter.
