Check the sub sectors. Hiring intentions in building construction is negative but still solid in civil engineering as i guess Public investment/ recovery fund flows are supportive

I think all the ESI Surveys on labour shortages have a large dose of (structural) mismatch, ie shortage of qualified labour, in them. Not least given eg the shift in industry to EVs
