That's almost certainly what they are trying to say. Shame it doesn't matter at all because it's not what it says and if you're going to engage with rules earnestly you need to take them at face value. Whether it's their intent or not they've fucked up and it's a poor look.

I like it and can I suggest making it all competing in tournaments instead of real warfare. Makes death rarer too which will suit campaign play well.

Chaos is undercut as an existential threat to humanity because human gods are real and present. In 40k you can worship a corpse or fall to chaos and actually engage something with actual power. It makes the temptation aspect actually coherent and meaningful.

I agree but what you're describing isn't a round robin. Your talking about a winner stays on or king of the hill format. Round Robin is when everyone plays against everyone over several matches, possibly simultaneously in parallel. Which actually sound like what you want. They are hard to run though
