If you're talking about modeling our policies on animals, than you should note that Immigration enhances diversity. A population that is more genetically and culturally diverse is more resistant to disease and has a greater ability to adapt to outside changes and resist outside aggressions.
Yes, as a matter of fact, many other animal species do this. And at some point starvation, disease, and/or warfare and aggression thins the herd.
Humans are just the primary animal to do this on a planetary scale.
We're also the species that is aware of the big picture and yet continue on unabated.
